Buoyant Force
The surfers are not sinking because of the buoyant force.

When a surfer goes into the water, he or she floats, rather than sinking to the bottom. The reason for this is a buoyant force. A buoyant force is the upward force exerted by a fluid on a submerged object. In surfing when you are sitting on your board, waiting for a wave, there is a buoyant force acting on you and your board preventing you from sinking to the bottom of the ocean. Although gravity acts against the buoyant force, it is acting in the opposite direction and is stronger.
